Mandatory implementation of the Electronic Administrative Control Document
(DeCA)
Dear customer:
We would like to inform you that, from 5 October 2026, the use of the Electronic Administrative Control Document (DeCA) will become mandatory for public road haulage operations carried out in Spain.
What is the DeCA?
The DeCA is the digital version of the transport control document, but IT DOES NOT REPLACE IT. It must be generated electronically before the start of each journey and will contain the basic details of the consignment, including:
- Shipper
- Carrier
- Origin
- Destination
- Nature of the goods
- Weight
A description such as ‘5 pallets of boxes’ is valid. It is not necessary to specify the goods contained within the boxes.
Which transport operations does this apply to?
- Transport within Spain of any type of consignment requiring mechanical handling (pallet truck, forklift, etc.).
- It does not apply when the goods can be handled manually; thus, a pallet of boxes, even if the boxes can be handled manually, is considered pallet transport when transported on a pallet, and we would be obliged to use the DeCA,
- Full load, groupage, single delivery or multiple deliveries
- International: NO, the CMR remains in force
USEFUL INFORMATION:
- It does not need to be signed.
- It must be generated electronically before the start of the journey.
- It is not valid in paper format; it must always be in electronic format (paper copies are not valid
